Improve startup speed by not loading background tabs at startup

It's been a while since firefox added the support for not loading background tabs when restoring all the tabs from the last session. That can greatly improve the startup speed and responsiveness while reducing the initial footprint of the browser. The way Chrome handles it is that it will attempt to load all the tabs until the system memory is under pressure. Beyond that point, it will stop loading more tabs. Many Chrome users prefer the way firefox handles the problem. However, no such option is available in Chrome so far.

Fortunately, for Slimjet users, we have included such an option to give users more choice. Just enter "chrome://settings" in the omnibox to open the settings page. Go to the section "On startup", turn on the option "Do not load background tabs when restoring tabs from last session". A screenshot is shown below for better illustration,
